This may be a case of wrong plant, wrong place. Your instinct that it’s too ambitious for the railing is correct. Wisteria, when mature, can take down bigger opponents by far. Do you want a vine on the raining, or would a planting in the foreground that would conceal the stoop and afford you a bit more privacy be better? Hard to see the exact conditions/space of course from the photos.
