So we’ve eliminated light (as one’s in sun) and you are within its Zone hardiness (they are the hardiest of hydrangeas, down to Zone 3, I believe, brrrrrr).
I’d recommend the soil test, and especially no more fertilizer that could be tipping things in the favor of foliage-only. If there is lawn nearby that is being fed, leached N from that can also be a culprit.
We will await the results inquisitively…
