I would do a soil test. This question on the forum has some links about Soil Testing.
If the bed is filled with just mulch then it may be decomposing (it will feel hot if you stick your hand into it) and using up all the nitrogen. This would cause the plants to just sit there, not growing. If this is the case, then add blood meal and don’t expect too much this first year until the composting slows down a little.
