I would guess that it is still trying to recover from the transplant. It sounds like water stress. How long are you watering for? Make sure it is getting at least 1 inch per week – in my experience, this means watering for a LONG time. When I worked at the Brooklyn Botanic Garden, one of the gardeners there always watered the leaves of newly transplanted trees as well as the roots. I’m not sure if there is any truth to it, but he claimed that this was very important for trees that were having trouble getting established after transplanting.
Also, (I think this is a bit controversial) but if it wouldn’t destroy the form, I would try pruning off some of the top; this way the tree can concentrate on growing new roots rather than repairing the wind damaged area.
